Inspects telegraph lines, cables, and underground plant to determine extent of construction, replacement, or maintenance work necessary to maintain or improve efficiency of communication system: Estimates costs of improvements and prepares report on findings and recommendations. Consults with field engineering personnel and operations personnel concerning advisability of improvements. May investigate right-of-way for new installations [RIGHT-OF-WAY AGENT].
