Coordinates movement of vessels to ensure most efficient service. Assigns barges and lighters to individual haulage jobs and issues orders to TUGBOAT CAPTAINS. Compiles or directs activities of workers engaged in compilation of periodic reports on freight tonnage transported and cost of operations.
